Applications are invited for the 2016/2017 HKSAR Government Scholarships in Hong Kong for International Students. The Government of Hong Kong is offering scholarships for local and non-local students for the academic year 2016/2017

Scholarship description

These scholarships are available for pursuing full-time degree programmes at participating universities in Hong Kong.

With a view to attracting outstanding local students to advance their studies at home and meritorious non-local students to pursue higher education opportunities in Hong Kong, the HKSAR Government established in 2008 the $1 billion HKSAR Government Scholarship Fund (the Fund) to recognize outstanding local and non-local students

The aim of education for Hong Kong is to promote students’ whole-person development and life-long learning capabilities. Education helps to unleash human potentials and enhance people qualities and the competitiveness of the HKSAR. The scholarships are available for pursuing full-time publicly-funded programmes at degree or above levels at the following participating institutions:

  • City University of Hong Kong
  • Hong Kong Baptist University
  • Lingnan University
  • The Chinese University of Hong Kong
  • The Education University of Hong Kong
  • The Hong Kong Polytechnic University
  • The Hong Kong University of Science and Technology

Applicants must meet the following guidelines as follows:

Talent Development Scholarship (TDS): To be eligible for the TDS, students must:

  • Be currently pursuing full-time publicly-funded/UGC-funded undergraduate and postgraduate program
  • Achieve a minimum CGPA of 3.0 or equivalent, or
  • Have a recommendation from respective supervisor(s) (applicable for postgraduate research students); and
  • Receive an award in either inter-institution, local, regional or national event within recent three years (from January 1, 2012 – present) in one of the following areas with documentary proof: Sports and games; Music and performing arts; Culture, arts and design; or Innovation, science, and technology.

Reaching Out Award (ROA): To be eligible to apply for the ROA, students must:

  • Be currently pursuing full-time publicly-funded/UGC-funded undergraduate or postgraduate program
  • Achieve a minimum CGPA of 3.0 or equivalent, or
  • Have a recommendation from respective supervisor(s) (applicable for postgraduate research students); and
  • Participate in an outreaching activity that is conducted outside Hong Kong in the academic year 2016/17 with proof of admission/enrolment.

Endeavour Merit Award: EMA shall be made on the basis of merits to students with SEN who:

  • Are currently pursuing full-time publicly-funded/UGC-funded undergraduate or postgraduate program
  • Achieve a minimum CGPA of 2.5 or equivalent, or
  • Have a recommendation from respective supervisor(s) (applicable for postgraduate research students); and
  • Are able to provide documentary proof of SEN

Note: Local and international students can apply for the scholarships and would have to demonstrate that they have a good level of written and spoken English. Scholarships are provided to study all the subjects offered by the university


  • The scholarship is $40,000 per year for local students and $80,000 per year for non-local students
  • In 2011, the Government injected $250 million into the Fund to extend the benefit to students of full-time publicly-funded sub-degree programs offered by five institutions ( the programmes City University of Hong Kong, the Education University of Hong Kong, the Hong Kong Polytechnic University, HKAPA and the Vocational Training Council) from 2011/12 academic year onwards.  The scholarship award for these sub-degree students is between $20,000 to $30,000 per year for both local and non-local students

Free IELTS Preparation Course by the University of Benin

The University of Cambridge is offering a free online course to prepare for IELTS (International English Language Testing System). IELTS is English language proficiency test for non-native English language speakers required by the universities in UK, Australia and New Zealand for admission purposes.

The new five-week course, Inside IELTS: Preparing for the Test with the Experts, is for anyone who wants to study abroad and have English language qualification. This free online course is created by Cambridge English Language Assessment (part of the University of Cambridge), who produce the IELTS test. The course will start on September 12, 2016.

Fellowship description

The Heinz Fellowship was established in 1982 by an endowment from the H. J. Heinz Company Foundation to the University of Pittsburgh’s (“Pitt”) University Center for International Studies (UCIS). The Fellowship is offered annually and is managed by the Global Studies Center (GSC) at the UCIS

The goal of Heinz Fellowship is to improve, early in a career, a Fellow’s capacity to contribute to the development of their country and to enhance their understanding of the U.S


  • The competition for a Heinz Fellowship is open to men and women from developing countries whose record of accomplishment early in their career indicates strong potential for leadership and achievement in business, government, public services, or other relevant professions

Applications are invited for the 2016/2017 Dorothy Marchus Senesh Fellowship in USA for Women from Developing Countries. The International Peace Research Association Foundation is awarding this fellowship. Up to two Senesh fellowships will be awarded.

Fellowship description

Dorothy Senesh was a long-time activist for international peace and justice. Her husband Lawrence established this fellowship following her death in 1989. The first award was made at the IPRA 25th Anniversary meeting, July 1990, in Groningen, Netherlands and has been made biennially ever since. Fellowships are awarded for the duration of two years


  • The Dorothy Senesh Fellowships are available to women from developing countries who have completed a Bachelor’s degree, who have been accepted into a graduate program and whose graduate work is to be focused on issues related to the goals of IPRA
  • Funds will only be dispersed when the selected candidate is admitted into a graduate program
  • Awards are considered based on need; therefore students with substantial funding sources are less likely to be considered for the award
